pal approval (form 921)

i was wondering as to who exactly can i ask to sign the form to get my licence?
i know i need three. two for the form 921 and one for the picture I.D.

so my question is do i need three different people or just two, and can they be my mom, father, sister, girlfriend... ect

Your 2 references need to be at least 18 years old and have known you for 3 years or more, and can not be a spouse/conjugal partner. Screencap
You photo guarantor needs to be at least 18 years old and have known you for 1 years or more, and can be a spouse/conjugal partner. As well, one of your 2 references can also be your photo guarantor. Screencap

So for the sake of efficiency just have one of your references also be your photo guarantor.
