My cousin got his pal 2 years ago and he told me that he wasnt required to provide references... he took his exam at the firearm centre in calgary ... whats up with that? have the rules changed since then?

for non restricted PAL you do not need reference interviews for RESTRICTED you do need 2 reference interviews (RPAL)

If he told you that, he is incorrect.

References have been required since the nineties.

When I was applying for my PAL last spring, I was required to give references. However, I had had my Minors for two years already and I guess since I had that, they never even called the references for my PAL.

References are required and not just for the rpal. I've been contacted three times as a reference for people getting pal only. Whether they contact all references I don't know, but like I said, 3 calls to me.

reference ARE required as said above. however, i was told that they didnt call them for pal, only for rpal (by someone i was on the phone with from the CFC)

Under the current laws references have always been required. From about 2001-2009 lots of jurisdictions didn't bother to interview references if you checked out ok on the police databases.
