PAL req'd for powder and primers?

Noob question....is a PAL required to purchase powder and primers?

ie: can I send my good lady to buy it when she goes to the big city?

If you have a specific store you want her to go to, call and ask them.

I have never been asked to produce my PAL in order to purchase components. If I am ever asked, I will ask to see the manager, and I will explain to him that I will not produce my PAL to purchase components, and if he insists on asking, I will not do business in his store.
 
By law, you need to produce a PAL to purchase loaded ammo but not for reloading components.

I've always been asked to produce a PAL when purchasing powder and primers. But the girls at the checkout counter probably don't know any better. I make sure they don't write anything down and I always make sure to let them know that we aren't required to show a PAL to purchase reloading components. They always reply that they're told by their superiors blah blah blah. So I just ask them to tell their managers that a customer complained about them going outside the bounds of the law and their managers should review the regulations to better serve their customers.

So it seems that there is no regulation requiring a PAL to buy the reloading products (powder and primers).

I don't think she'll have any problems buying for me when she's in the big city.

I have also been told you need a PAL to buy components, in more than one store, and some sponsors to, but that is Ontario as well. Maybe just an Ontario rule or law, maybe the stores are just being careful as we do have the extra ammunition laws.

I started reloading before I had my PAL. Bought powder and components from 3 different brick and mortar stores and 2 online retailers and each one told me a PAL was never required for components. Never heard of people getting asked for a PAL for powder or primers until this thread. Even online I just needed to email a scan of my drivers license.

I agree with this one. Few weeks back, I bought some small pistol primers from BASS PRO, straight to the cashier, no questions asked. Last Thursday, same primers, the sales associate asked for my PAL. No problem with me, I asked politely. His reply "any item that fires or explodes requires PAL". I don't want to argue any further, I have my PAL anyway.

Except now he will harass all future customers until someone straightens him out. If you settle it with the manager, the sale person learns what is required, and doesn't harass anyone else.

I've been asked for it while buying 1 lb of powder, yet not asked while buying 7000 primers and 8lbs of powder...
 
Isn't PAL/POL required for anything with explosive meaning anything with primers and powder. Makes sense on stuff that goes BANG.

Just because you think that it makes sense, doesn't make it law. People that hold a PAL should be aware of the law.

Recently placed an online order for gunpowder to HIGGINSON POWDERS INC.
They are in Ontario. They asked me for my PAL.

Just placed a second order for a die and some bullets. They didn't ask for a PAL for these.

A firearms license (either a POL, or PAL) must be shown to purchase loaded ammunition. The components for manufacturing ammunition (brass, bullets, powder, primers, etc.) do not require a license for their purchase. There are currently no legal limits on quantity purchases. We do not record your license or other information, nor will we do so unless forced to by law.
