I don't know the correct answer to your question, and it is important that you get it right. I think that you should ask a lawyer. It is a simple question, and I believe that your cost will be minimal.

If the app specifically says five years check off no.
If they ask during the interview and the question is vague ask them to clarify. Do not lie (I'm sure you wouldn't) and make full disclosure if they request info beyond the five year time frame.
If you have a legal concern consulting with a lawyer is never a bad idea. You can call a free legal clinic for basic advice and they will refer you if required.
You could also call the cfc and ask anonymously regarding the disclosure issue.
Regarding your YO record, regardless of the PAL issue and since it was so long ago and considering you are unsure of the status of these records: You should consider determining their status and obtaining a pardon if necessary.

In my phone interview, I was asked 5 years specifically.
For reference, my wife had a YOA conviction, did a vulnerable persons search c/w prints through RCMP for a job, and it showed no criminal record. That was 4 years ago, I don't know if anything has changed since the introduction of YCJA. Turns out I don't even know if the YCJA was already in place when that search was conducted.

In my phone interview, (recently), the cfo asked me if I had "ever been....."
BUT, before that, he said: "The following questions pertain to the last five years only"
So, the question was if I had ever in the last five years...
Later, he said: "the next few questions pertain to the last two years.
All of those type questions were asked in the five year, or two year catagories.

i know this is an old dead thread but i have info for it anyway. i got my pal last year non restricted. this year i am applying for restricted and it turns out the fee is waived since i already have my pal... and i saved 20 bucks! now as for the answering questions it is a yoa offence it is stricken from the record. so answer no and feel good about it!
