Is it required by law to possess a valid PAL to buy ammo?
I am reloading for all my guns and therefore didn't buy ammo in a long time. Today however I bought some pistol cartridges and I was surprised, that the cashier demanded to see my drivers licence and my PAL.
Is this normal procedure?
I always thaught, that PAL stands for "Possession and Aquisition License" for firearms , not for ammo.
Please advise
Thanks

I have no idea if it is law or not (I would think so though). But it sounds like good policy to me. I have seen people make devices out of pens that will fire a .22.
Instructions to make them are all over the net.

Not such a terrible idea to restrict ammo to gun owners. At least we know they have a minimum of training and hopefully no criminal or mental issues.

My $0.02.

mikejp,
I totally agree with your point of view...
However I still would like to know what is required by law...

yes it is required. it is also an Ont. law that requires them to write down the info. other provinces you just need to show it.

It's not required to write it down. Only douche bag stores like Lebaron, Canadian Tire and Wal Mart do it. Smaller stores only ask to see it.

Are you serious how did you ever pass your test ???

For msg.drew:
msg.drew, Yes I am serious and Yes I passed the PAL test and Yes I am reloading and NO, I will never buy reloading supply from a Dealer with a lousy attitude like YOURS!

For all the otherGunnutz:
As I mentioned in my first post, I didn't buy ammo for ages...
Thank you guys for your advice, greatly appreciated.

I was just joking... it am pretty sure its been a requirement for a very long time even back to the old FAC days...

FYI store are suposed to make you show your pal for primers and powder at least in ontario...

Cabela's )SIR) here in the 'Peg have always asked for my PAL, whether for ammo or powder....they simply swipe it or compare with the info on thier computer if you had bought there before. Why buck the system? if it is there, just oblige and go on your merry way. Some other stores do not even ask...but soon they will be sought out. A person does not know when an inspector will be around.

You had to start showing ID - drivers license- about '95 (I think)here in Ontario. I remember the hoarding of ammo before the law came in. ( I bought a bunch of .30 carbine...I still have some)
The price of ammo doubled for a short while.....that is why I roll my eyes when dealers play some sob story about cost out of their control. They would have no trouble robbing us blind if they had the chance.(and do)

Since the original question has already been answered I'm wondering about where they draw the line with gun parts? I assume you can buy a stock without a pal. And a barrel? Is it specifically only the purchase of a serialized action that requires a pal?

Yes, it is the law to show your PAL, the retailer is required to write down the type of rounds and PAL in a log. Some places ask for a driver's licence with current address, this is the retailers discretion, and a place I will not shop. I don't want a book left behind the counter with my addy on it noting I have just bought a punch of pistol ammo.

How do you have firearms without a PAL? Obviously you want ammo for your firearms, but cannot get the ammo since it's "been a long time",which would make someone think you have firearms, but no PAL. Correct me if I'm wrong.

It IS the law to write down the info in Ontario.

IIRC the NDP under Bob Rae brought it in after Toronto Police Officer Todd Bayliss was shot and killed in the line of duty in or around 1994:

http://www.heydary.com/resources/le...lation/ontario_ammunition_regulation_act.html

Under "record Keeping" in the above document, it clearly states Info MUST be recorded:

Record keeping

4. (1) A person who holds a permit issued under subsection 110 (5) of the Criminal Code (Canada) to carry on a business described in subparagraph 105 (2) (b) (i) of that Act shall keep a record of the following information for all ammunition sales:

1. The date and time of the purchase.

2. The name, age and address of the purchaser.

3. The type of identification and permit produced and their serial numbers.

4. The calibre and quantity of ammunition purchased. 1994, c. 20, s. 4 (1).

"...the NDP under Bob Rae brought it in..." Yep. One of several anti-firearm ownership and hunting idiocy Comrade Rae gave Ontario. The Outdoors Card Tax was his too, as I recall. Ontario's permit to buy a hunting licence.

It's been that way for a long time. I'm pretty sure I remember buying ammo back in the late 70's and needing to show the FAC.

BTW, nothing gets written down in Alberta, not even at Crappy Tire. But you do get the "escort service" to the till.
