They recieved my application nov 27 2013, called them in december they said it was with the quebec cfo. Called them they said they were busy so i said wait for it it cant be to long. 3 months pass while its at the cfo call again they said tey have alot of applications so they couldnt get to mine. Called today they said it will be another 6 months before they can make a decison that puts my wait time to more than a year. My references tried to call in they said they dont take calls. Anything i could do or just sit patiently for anoter year ?

That is just sad. No excuse for that. Sorry to hear they are giving you such a runaround. You need to be the 'squeaky wheel' on this one. Contact your MP (I'm thinking this might not be effective if NDP), or better may be the ombudsman for QC.

No problem. The ombudsmen is the person you call to make a complaint about a government agency. Sometimes they can be helpful, its worth a shot. At minimum it will allow you to voice your displeasure to someone who will listen and attempt to take some action.

But nobody is THAT busy.
If everyone in the province applied for a PAL at the exact same time, and did it 4 times over, then maybe that year long wait would make sense. This? Just lazy, obstructive bureaucracy at its finest!
