Does anyone know where I can purchase paper hull in Canada.

Federal still manufactures new Gold Medal and Champion target ammunition with paper hulls. Any shop that deals in Federal ammunition can order it for you by the case.

Do the new paper hulls have the same smell as the old paper hulls when fired? I used to love the smell of the old purple imperial high brass

Yes, I use Federal GM paper target shells and reload the hulls. Data is not very difficult to find, and they DO smell good! I purchased my most recent ones at the Calgary Shooting Centre, two years ago.
