Can you take parts off a colt 1911 45acp and put them on to a norinco np 28
1911 9mm? ie grips,slide,hammer ect.

In general all the top end parts should fit or may require some fitting. The frame on the NP28 is a wide body and therefore not much is switchable with a single stack frame. The grips, mags, trigger are different for sure. I'm not sure about the internal frame parts but not a good idea.
Why not get a 1911A Norinco and parts should be more or less interchangable?

keep the Colt, scrap the Norinco

Most part will fit I guess, exept those wide body only part (mag/mainspring housing, grips maybe, trigger, etc) and also all 45 only parts like ejector, extractor, etc

Anyone know any measurments of the width of other wide 1991 triggers? I've taken my np28 appart and the trigger is 23mm wide. I've found other wide triggers for sale but can't find any info on how wide they are. Any insight?
