If I read it right,the black powder shooters along with the antique crowd
would need a license to buy powder, but not to own their firearms?

Nutty laws.

So now everyone that reloads their antiques or powder
for their musket needs to get their pal now.
 
So was this as well struck down by Mr. Teows on the 5th? At first anyone could
buy powder,then you needed to show them your drivers license, and now
provider a PAL?

Why be able to buy a a musket with no license,but need a license to shoot it?

- quantity (separation option)
- historic battles re-enactors trashed
- purchase black powder to require a firearms licence (Firearms Act doesn't require a PAL for antiques)

- 5kg in the (detached?) house, 75kg in a outside shed. Shed can't be used for anything else (like garden tools, lawn mower)
