I just picked up a Parker Hale and was thinking about putting a peep on the top of the receiver - using the scope base holes if possible.

Can this be done and who makes such a beast?

I was thinking the Williams WGRS, but how do I measure to get the right one?

Advice and direction will be greatly appreciated!

Yes, Williams makes them, you need a sight for a '98 Mauser action.
Or you can go to the Lyman site and order a peep sight that mounts on the right side of the receiver.

I have a lyman 57 with the adjustible aperature on my parker-hale safari and I love it. Can't go wrong with a good old steel lyman! They make the williams sights look blocky and cheap.

If you have a PH 1100 or 1200 series a WGRS for an FN Mauser should work, if they make such a model. These mount the aperture a bit on the high side, a higher front sight may be needed.
There are a variety of sights that mount on the right sidewall as cat mentionned. Williams and Lyman each make one, current production are aluminum, older ones are steel. You will likely have to get 2 holes drilled and tapped, and perhaps do a bit of inletting.
