For clarity:
If he makes an AIA magazine from an M14 magazine, he can do that, but it will have to be limited to 5 rounds because it is a modified M14 magazine.
If he makes a new AIA magazine from scratch, he can do that too, and he can make it a 10 rounder because it is a Lee Enfield magazine, for which 10 rounds is allowed.
(It would seem to be less trouble to preorder a 10 round AIA magazine from Northern Republic and wait until September, but hey some people really enjoy metalworking.)
Absolutely; I can't imagine any self-respecting criminal bent on causing harm who doesn't drill out the 5rnd limiter pins as soon as he gets them home anyway! All it does is force the good guys to buy multiple mags (at anywhere from $25-$65 a pop) so you don't have to spend half your range time reloading.
Yes but it helps the sheeple sleep better. It's a feel good law.

A couple weeks back the ERT guys were on our range waging WW3 and working through their drills - and this kid over on my side opens up with a 20 rounder in a Mini 14...and the ERT guys didn't even give him a second glance. I sneaked over and quietly explained the legalities of the thing...and was told to get stuffed and mind my own business. I had no problem with that, was just trying to save some people some aggravation. He blazed away like that for at least a half an hour.
I think the cops here, at least, are as disgusted with these idiot laws as much as we are. That is not to say they won't enforce them...but they don't seem to go out of their way to antagonize gun club duffers just for the hell of it. I hope it stays that way.
Hmm, if that were to happen at my club, where the local cops practice, and the CFO got wind of it, they would likely try to close us.

People can hope for whatever they like, but it's an unstable situation that will eventually blow up in somebody's face...just like the Swiss Arms thing. It's a Sword Of Damocles hanging over all out heads. I bought a 5-round mag for my M305 that would take 6 rounds...I trashed it. Someday somebody with a marginal mag will annoy an iron-thumbed cop that can force six rounds into a pinned mag, and the owner will be up the creek. Meanwhile we can have 10-round mags for our AR rifles as long as they are marked for pistol use. The firearms act is literally insane.

You understand that by not reporting it to RO, you are abetting and could have been liable. The range is definitely liable.

Sounds pretty reckless and selfish on his part.
He can take whatever risks he wants to on his own property or elsewhere, but when he does it at the range he's putting the owners and other members at risk.
Disassemble the mag, measure the depth of the follower plus 5 rounds, and use that with a slight extra margin. Be sure and place the rivet on the correct side of the mag- I heard of someone who did it wrong and ended up with multiple holes and a headache.
