Permit to keep and mount loon found dead on the beach? Near Windsor Ontario

I’ve used the Ontario ministry site in the past for permits to keep road kill animals, but loons fall under federal as migratory birds. A friend told me it’s a no go for a permit for a loon (federally protected) unless it’s donated to a museum or educational facility, I’d have better luck getting and eagle mounted lol. Any advice, or experience on this issue? Seems a waste to do nothing with it. I have a buddy training under a local taxidermist and he could use it I’m sure but I can’t get ahold of him.
 
My retriever caught a Cooper’s hawk in the back yard about 10 years ago. We took it to the mnr and they checked it out to make sure it wasn’t shot etc etc. They gave me a permit and we had it mounted. There was no problem with getting the permit just had to answer a few stoopid questions.
 
Sounds like a no go. response below:

A permit to take a Migratory Bird (or parts thereof) for any purpose is considered a “Scientific Permit” under the Migratory Bird Regulations (MBR) http://laws.justice.gc.ca/eng/regulations/C.R.C.,_c._1035/index.html and can only be issued “to a person acting on behalf of a museum, university, scientific society or government”.

Should you wish to apply for a permit, I have attached the forms.

sorry to hijack the thread, years ago, had a buddy that worked for CN Rail......he recovered a couple of bald eagles that had flown into the train's head lights and had them mounted. They looked awesome in his living room, mounted high up on each corner, poised to swoop down.
 
What is the difference between a goose and a loon. None IMO both migratory
Eagle is the only bird here I cannot get a permit for after they check it . I have had lots of hawks, owls, ducks etc done

A goose is a legal migratory bird to hunt, not so much with a loon.
