Is a printout of my photo on regular paper sufficient? Does it need to be on photo paper? I passed my safety course and just need to take my picture...

Soon (well 2 months) will have my RPAL :D!
 
Easiest to have someone else do it for you, but I did it myself with a digital cam in front of a white wall. Resized on computer, sent it to Blacks for printing. When I got it back I cropped to final size and sent it in. Oddly it wasn't REALLY sharp like I'd expect (good camera and professional printing) but CFC didn't care.

I would not send it in on regular paper.
 
Costco is the cheapest place. go in tell them you need pic for your PAL I think it was under 5 bucks they take the picture.
 
My Family uses digital sd card camera, take a picture with white background, computer sized to specifications and printed on glossy photo paper. 3 renewal RPAL applications, approved by the CFC.

Got a scissors? Just trim it to the size they want.

I took my pic with a tripod and timer with me standing in front of a tacked up towel (for better contrast). Then I made some slight improvements to the pic in Gimp. Adjusted gamma, sharpened it a bit and then resized to the exact right size and put the pic on a black background so that when I had London Drugs print it at 6"x4" my mug would be exactly the specified size. Then when I got the print from LD all I had to do was cut it out along the edge of the black.
 
I took a pic of myself, took the memory card to Walmart and did the instant printout for $0.80. Cut it to the size they wanted and mailed it out.
 
Yes, must be colour. I would strongly recommend paying the 24 cents and getting it printed. Do you really want to wait 2-4 more weeks to find out they're rejected it?

Also, if you're like me and your shoulders will not fit in the frame with your face as big as they want it (wide shoulders), priority is for your face to be the required minimum. I cropped mine and my shoulders are not completely visable as in the example, but it was accepted.
 
^ That's a great idea. Did they have any problems with the picture at all?

No problems at all. Just make sure the area is well lit so there are no shadows on the back-drop behind you. I did mine at the end of my hallway with the white wall as my background.
