Where can I go to get a photo taken for the license?
The specifications don't match a passport photo, so it doesn't look like I can use that..
Also.. how strict are they with the specifications? If my photo doesn't comply, will I be rejected?
take a selfie, and print yourself.

Its not lake a passport, its not even as strict as a bus pass. just get the size right
I got my photo done by my instructor when I did my CFRSC course. I was told Shoppers will do them, and Costco.
I tried that.. but I'm not a good photographer. I can't get a pic of myself without a shadow. And even when I took one I thought "close enough for government work".. my printer absolutely butchers it (colour is way off.. it's a laser printer).
I just don't want my application to be rejected because of the photo. I'm willing to pay (a reasonable cost) to have it done right.
It seems like they are surprisingly lenient with the photo requirements for the PAL. I used a selfie as well... Well, I also believe they have issued PALS to ppl with face scarfs on so...
Walmart does..I took a picture of my self against a whitish wall and printed it off, just makes sure it meets the requirements as per the instructions on the Form I am pretty sure Walmart and Costco have the info for the PAL photo too!

take the pic yourself but bring it in on USB to shoppers or walmart to get printed properly.
You may be able to try photo studio at walmart but for what you want it will 10x the price
I believe that's only for renewals?You could also get someone else to take the pic for you, if you can't get a decent selfie. If you submit your application online , you can attach the picture and then you don't have to get one printed.
