Would a standard scope come with everything needed to install onto a picatinny rail?

you would need compatible rings

If the optic you buy comes with rings, they're probably not all that good. Really depends on what kind of shooting you want to do and what caliber you're using as well if you want to get picky.

For a 22LR and .308, uses will include plinking and hunting

Well if you are buying a .22 scope/ring package that won't work on a pic rail. You need weaver rings or pic rings for a pic rail.
