I have the option of 0, 15 and 20 MOA for a picatinny rail on my Rem 700 300 win mag. I'm thinking of going down the middle with a 15 considering my club only has a 200 yard range with the special occasion 600 yard range they do acouple times a year.

So my question is will I be able to zero 100-200 yards with a 15 MOA rail?

Depends on the scope.

Personally if 600 is as far as you plan on shooting, don't put any taper at all. Any 1" scope will adjust that much.

One of the problems with too much taper is not being able to shoot close-up. I have that problem with a 20 MOA base right now.

The other option is going with Burris Z rings that have inserts instead of using scope base taper. A much better system for the occasional long distance shooter.

Should I be able to zero at 100 with a 15 moa rail?

Sniper central sells a 15moa base specifically for the reason of not bottoming out at 100yds
