Pick a bolt action .22lr rifle up to $700.

CZ 452 or 455 in either LUX or American models.

Very well made, very accurate, smooth, looks great, well balanced, reliable, likes any ammo.
 
Savage MK2 heavy barrel w/accutrigger also....cheap...decent build...nice trigger....very accurate straight out of the box.....proudly made in Lakefield ON.
 
CZ452/453. Unless you want to spend more then get an Anschutz. CZ occupies the sweet spot. You have to spend a lot more to get a little better. Waited a long time to get one of my own and now I wish I had not waited so long. The shop I got mine at all shoot CZs-something like 9 guys working there. Beautifully made rifles. Have 2 now-bought a CZ527 223 last year. Pretty safe purchase.

Used Walther, or other older high end rifle (They do come up).

If you want a semi that shoots with those bolt action rifles then take a look at the T/C R55 benchmark. Nothing to mod, right out of the box they shoot. Trigger could be a little lighter but still decent. Steel receiver, match barrel threaded into the receiver. Last shot hold open. CCI standard 1moa at 100 meters.

If you said rifle/scope/rings/ammo. for $700, I'd have echoed the Savage heavy barrel suggestion. Since it's rifle alone, I'd say CZ. I like econo .22s, don't get me wrong (see avatar :) ) but in terms of build quality/accuracy and of course...the pride of ownership that comes with that...I personally don't think you can do better than CZ for the money.

CZ quality is solid and very accurate out of the box. The trigger kit is so cheap and so good so why not add it in.

Savage, MK II. Mine is very accurate out of the box. Ragged holes at 50 yards with crappy bulk federal ammo. Trigger is excellent. Action is smooth. Save a little over the CZ and put a good piece of glass on top and buy some decent ammo and you'll love it. That being said, I have nothing against the CZ. Will likely pick up a 452 varmint some day.
 
in order of preference: a Cooper (but that might exceed the $700 budget), then T-bolt would be my next choice, then a 77/22, then a Remington 504T, then a BRNO target gun, probably a number 4.
 
Another vote for the Savage MK2 line, or the Model 93. Preferably stainless steel and laminate stock. I have no experience with CZ but have never heard anything bad them.
