The permit would be for the race itself.

It could be argued that the rifles are still being "transported" during the race.
Just looking at possible issues.

To actually consider this you would have to set up an organization like the biathlon orgs as a sponsoring org.
 
Canada should take some lessons from the Swiss in terms of organized trained and armed home militia where the commitment is less than the militia we already have for working professionals. Set up based on the Rangers in the north for the entire country. In a sparsely populated and large country like we have it may come in handy. At the least it may elevate the fitness level of the population as a whole. Too bad our governments do not take homeland security seriously and prefer to have a population that cannot stand up for themselves.

In a case of war nowadays I'd rather desert and fight on my own then to be a swiss soldier.

Here a little movie that was made by a recruit two years ago that shows really good how disciplined the soldiers (and NCO's) are.
It's still more or less the same, during my last exercise in May/June this year we didn't do much either, other then having BBQ and drinking beer all day.

Thanks for the video Kampfhamster. I see what you mean. My experience serving as an infantryman in the Canadian Forces was way more professional and serious than that but maybe those kids were just trying to produce a funny video, but maybe not! I still think the idea of having Ranger groups across our country and not just in the north is something that would benefit Canada for those who still want to serve without joining the reserves.
