Pinned muzzle device

Sorry if this has been covered in another thread but can’t seem to find out - would it be legal here to have a muzzle device pinned & welded to a 16” barrel on a NR eligible platform if it made total barrel OAL 18.6”? (And thus qualified as NR?)
While we’re on the subject, is it super costly to have a pinned device removed? I have a M4A1 and wish I could put on something different than DD’s birdcage, and same with my PWS in 762x39

If it's an M4, it's classified as an AR-15 variant and restricted no matter what the barrel length.
I’m aware of this - part 2 of my question is approximate cost to get a pinned device removed so I can use something different. Just curious what a local gun smith may charge if anyone happens to know
 
It is easy to do, you can do it yourself just grind the welded spot with a Dremel, until you see the pin, at that point the pin should fall right out. it take about 5-10 minutes.
 
As has already been pointed out pin and weld doesn't make a difference in Canada.

Some have had barrels made where the brake/flash hider is integral to the barrel. That is, it was machined as a portion of the barrel blank. Legally that is the only way to get 18.6" that includes a muzzle device. I believe that Heron Arms has made some barrels like that.
