Pistol calibre carbines.

My father has always been interested in the pistol calibre carbines made by Ruger, Marlin, etc. The only problem with them is they're restricted. So is it possible to re-barrel them to some length over 18.5" and have the restriction lifted, or are they restricted for being SA with under 18.5"bbl AND because they're pistol calibre?
 
I haven't done it to my PC4GR but when I checked I was told that if I put an 18.5" on it it would be reclassed as a non-restricted.
 
Ellwood Epps in ontario will make you a new barel for the Beretta storm and also the Ruger pc9 wich will make it a non restricted firearm.It is however exspensive to do.
 
"...under 18.5" bbl AND because they're pistol calibre..." Nope. The law says semi-auto centerfire and nothing about the calibre or cartridge.
 
In the back of my mind I've been thinking seriously about pistol calibre carbines should this Martin BS go through. Also .44 Magnum lever actions. The cheapo Hi-Point 9mm/40 S&W carbine gets good reviews but is prohib, correct? Is there anything cheaper than the Storm available domestically?
