Pistol Vs. Rifle

I was watching a youtube video of a guy shooting the CCI Standard CCI Maximum velocity and Aguila supervelocity. He was testing which ammunition penetrated deeper in the phone books. As a result the CCI maximum velocity penetrated the most. He was using a pistol.

Now when I watched another youtube video of a chrony test the aguilar rated at 1700fps which is around 300fps higher than the CCI maximums.

My questions is, does it make a differance what firearm you shoot it through? Will a pistol shoot at a lower fps than a rifle?
 
A friend with a ruger single six told me his pistol in 22mag was similar to 22LR out of a rifle. I do notice that 22 out of my pistol doesn't knock over steel targets at 30 yards while the rifle does.
 
A further thing to consider is the type of powder used in different 22 ammo. The 22 ammo with high or hyper velocity is generally loaded with a slower burning powder. A slower burning powder takes better advantage of a long barrel to maximize velocity. However, if you're considering a pistol, the barrel is too short to utilize the slower powder, and instead might benefit from or at least give equivalent velocities with a faster powder.
