Plain English definition of Legal Semi Auto handgun magazine configured Method

Hello

I was wondering IF any one can clearly say what is the Canadian Legal definition for a fire arm magazine that has been set to be legal in Canada. What I mean is.
What I have heard else where is that the magazine has to have a rivet to restrict the total rounds of ammo that can be inserted, others say that an internal blocker inside the magazine that prevents loading more than the legal amount of ammo is acceptable.

Which is it? If you can put in a blocker inside the magazine, how is it permanently kept there? Like wise if you have a rivet in the magazine, besides laws, what prevents the bad people from just drilling out the rivet?

I would like to finally figure this out, rivet OR internal plug/restriction whatever it`s called.

In the case of an “attached” magazine...A bolt/blocker that will restrict the capacity to five rounds permanently attached to the base plate is acceptable. In a “removable” magazine, a rivet or otherwise not easily removed obstruction (i.e. a pop rivet… That’s about it really…) Regardless of the size of the magazine, restricting it to five rounds will then make it legal. If the rivet can be shown to be removed easily, you could be in trouble. It Has to be permanent Or at least have the appearance and function there of.

If you put a block in the base , that is fine as long as you can't take the base plate off and remove the block.

(4) A cartridge magazine described in subsection (1) that has been altered or re-manufactured so that it is not capable of containing more than five or ten cartridges, as the case may be, of the type for which it was originally designed is not a prohibited device as prescribed by that subsection if the modification to the magazine cannot be easily removed and the magazine cannot be easily further altered so that it is so capable of containing more than five or ten cartridges, as the case may be.

(5) For the purposes of subsection (4), altering or re-manufacturing a cartridge magazine includes

(a) the indentation of its casing by forging, casting, swaging or impressing;

(b) in the case of a cartridge magazine with a steel or aluminum casing, the insertion and attachment of a plug, sleeve, rod, pin, flange or similar device, made of steel or aluminum, as the case may be, or of a similar material, to the inner surface of its casing by welding, brazing or any other similar method; or

(c) in the case of a cartridge magazine with a casing made of a material other than steel or aluminum, the attachment of a plug, sleeve, rod, pin, flange or similar device, made of steel or of a material similar to that of the magazine casing, to the inner surface of its casing by welding, brazing or any other similar method or by applying a permanent adhesive substance, such as a cement or an epoxy or other glue.
