what the hell is this?
3" diameter by 16 3/4" long,there's a very fainted sticker on it,i wrote what i could see on the paper next to the thing in pic.

The first pic shows a cut away bourdon tube so it is obviously pressure sensing. If you saw 800 to 2400 PSI stamped/engraved/written somewhere the only place you would find that pressure is in very very deep water or inside an explosion. Are you sure it is not .8 to .24 or 8.00 to 2.400 PSI?

I guess if it has "fuze" on the side it might be used as the primary explosion to set off the much bigger bomb it would have been placed into...?

I would say that the prop type of cap would be an arming mechanism of some kind.You will notice the gears which would be engaged with the prop. Underwater demolition device?
 
Pressure gradient of fresh water is .625 pounds per square inch per foot depth. It is about .63 to .64 pounds per square inch per foot depth for seawater, depending on temperature and where you are.

That would mean an operating depth from 1300 to 4000 feet.

Measuring underwater currents? Sure equipped for it, anyway.
