If it were me, I would make up the light load with the std. 2 1/2" case, changing the length changes the internal capacity and thus the pressure level goes up with any given load. Is there some reason why you need it to be 1 1/2".....just load up your normal load and put some card wad or felt wad in bottom of shot cup.
