Eibar would be Spanish, not Belgian.
Pretty cool gun. Photos of the proof marks would help with dating it.

It looks very similar to a Spanish made gun, usually marked "El Faisan", and as Looky pointed out, made in Eibar Spain. I don't know who copied whom. Worth a couple hundred bucks either way.
