China 964 Code
Whilst China used a fairly predictable ammo coding system for the PLA ammo in country, its practice in "Export" ammo for hotspots varied. Several codes (946, 964, etc) are all found on ammo made specifically for open or covert export...."964" was originally first ID'd as "Cuban" back in the 1970s.... when it showed up in Africa with Cuban instructors of Liberation Movements.

I can tell you the store floor that ammo is sitting on.
It was ordered from Bell Outdoors about 14 years ago. It was supposed to be of European origin when ordered but when it landed it was all Chinese
