I have the same pistol. No feed issues whatsoever.
My reloads are Speer 200 gr JHP over 6.0 gr unique. OAL is 1.18”. Bullet is seated exactly to the cannelure.
Jacketed HP Bullets should be .451” diameter for the HK USP Expert. Measure overall diameter at the crimp between the roundnose that work and the HP’s that don’t.
I am wondering if your HP bullets might be .452” since you are experiencing problems going into battery.?

It's almost certainly the oal. Even among different makes of fmj round nose, if the profile of the bullet is just a little bit different it can jam the gun up tight. Make a couple of dummy rounds and shorten them up .010 at a time and see what happens. Hk's will generally feed just about anything you want to stuff in it
