So when you had the stock off and you moved the break down lever what could you see happening or is the issue the break down lever will not move .
 
If it was put away for many years then chances are that old oil and gunk has solidified to gum up everything inside. If you have the stock off then I'd get a coffee can and put an oil based liquid such as diesel fuel or penetrating oil in it and submerge the action in it with the barrel pointed up keeping the fore stock out of the solution. Leave it sit for a few days and try opening it then. Keep in mind that since you can't open the action then you really can't prove the gun empty so don't play with triggers or hammers until you get it open.
 
I would shake up a can of Fluid Film and jewse the action and let it sit for a bit.
If you can get the lever to move, even slightly, this chit will find it's way in there.

If this Savage is in the condition you describe, then a pro should'avv a looky at'er.

Thanks for all the advice.
I sent it back to the customer.
Advising not to try the trigger as I could not tell if it was loaded.
I tried to buy it but the person did not want to sell.
