Plinker platform converted to a 223 semi

Had a thought about a .22 converted to a .223 regarding C21.

Let's say a Canadian company developed and sold a platform with a .223 barrel (because 22LR shoots fine through a 223 barrel) but a modified CMMG 22 BCG and mag pinned to 5 and called it a "plinker" and sold and marketed as a 22LR for plinking or hunting, yet this platform had a DI gas system compatibility. Would it be captured under the new regs assuming C21 goes through. It's a 22 so shouldn't be but end user could pull out the CMMG BCG and put a normal 223 BCG/gas tube in and use it as a 223, originally designed to hold 5 ?

Aren't you basically suggesting selling an AR with a .22RF conversion set, missing (but able to accept) AR centerfire parts?
Don't think this would make it past the evergreen screening.

Sort of. More of a novel design we’ll call it a “ modern plinker “ for argument sake that starts as a 22 Lr bcg with an 223 barrel that would be compatible with some sort of gas system and bolt that would handle 223.

So, the .22LR cartridge is detonated completely unsupported by a chamber that is the barrel for a 5.56x45mm? Would you not require some sort of chamber insert, or as others have suggested, a completely different barrel with a .22LR chamber?

Are you suggesting that the .22LR can be detonated inside an unsupported 5.56 chamber, the projectile jump the gap and will still have enough gas psi to operate a bolt? If so, this is not how .22LR conversions work.

On a cmmg 22 bcg there is a chamber insert attached to it and that looks like a 223 case. The bcg fits into the 223 chamber. The 22lr round passes through it then through the barrel.
 
If any parts on the original receiver accept Restricted, Prohibited or Full Auto it gets the big black mark of shame. If the .22LR magazine isn't based on something that holds more than 5 (not my decision, but someone who has testified at SECU on behalf of the government), it is going to be bad.
