I tried other way and does not work - 26 mm scope into 1" rings - who knew that 0.6 mm mattered!!! If you have a set of decent used 26 mm rings, I am sure they would sell or trade for the price of new 1" rings - you need to find people still using the European 26 mm body scopes - there are a few of us ...
 
The difference is 0.6mm or about 0.025". A layer of pop can per side should get you realllly darn close. If you need more precision than that, you wouldn't even really be asking.
 
Years ago we altered Weaver 1 inch rings to 26 mm when it was required...

In this case it would be best done by machining a couple of 'shells' with an OD of 1.024" and an ID of 1 inch and then split them... Inserted in the rings they would hold a 1 inch tube perfectly. This could easily cost $100.

As previously mentioned - sell your 26 mm rings and buy what you need...
 
Why do we overthink this stuff? 26 mm rings easily mount one-inch scopes with a couple of turns of plain old black plastic electrical tape on the scope tube.

BTDT a few times, the scopes never budge, and accuracy is more than adequate for hunting rifles.
