Sure, if you need to send up 4-10 lines to hoist an ad-hoc antenna for a radar array or some type of disaster recovery radio network. This thing doesn't appear to have sights, so its meant to be pointed, not aimed.

Co-incidentally, a buddy of mine keeps a CO2 powered version in the trunk of his car for just such a thing. He can have a disaster HAM repeater up and running in about 10 minutes, providing he survives the actual disaster.
 
It's actually a Kasakstani Kprt. CT-63 starting gun. Only one was ever made for the failed Kazakstani Summer Olympics bid. It was specially designed to start the 300 meter balder dash.
 
I don't think the designation would be in english.... ie. GL for granade launcher, if anything the WG in the name could stand for wyzutnik granatow as in granade laucher...
