Lol well well I happen to see this 45 minutes before I have to go to the west Ed mall to pick something up, and now I have to make a detour!
 
Where in the law it says that polymer knuckels are legal? Never heard that. Brass or not

"Brass knuckles can be made of any type of metal."
Exception: The following goods generally do not meet the definition of prohibited weapon, and thus do not fall under tariff item 9898.00.00. Their misuse may nonetheless be punishable under other laws:

(a) plastic knuckles do not fall within the definition of “brass knuckle”;

what i found was the cbsa memorandum was updated recently. The "quote" seems to be from the Jan 23/2013 document in which "d19-13-2. 46a" would be the proper quote.

the Memorandum was just changed on Nov 3/2016 so the current correct quote would be "d19-13-2-41 exception a"

either way the criminal code definition under "SOR/98-462 part 3 sub 15" is the directly applicable legislation. The CBSA memorandum only provides confirmation of the interpretation.
