At the time the Long Gun Registry was created, any guns not marked with a serial number were required to either be marked, or to have a sticker affixed.
You should not that it is unlawful to tamper with an existing serial number, but it is not an offence to add another one. You can legally engrave whatever you want to on a firearm.
It would be odd, but not illegal, for a gun owner to want to have their own personal serializing system and to add additional markings to their firearms accordingly.
Do you know how to google a picture? You can tell right away that something is fraudulent when the photos a seller uses can be found in multiple unrelated places all over the internet.
Another resource you can use, although it is of limited reliability, is the CPIC Firearms Lookup portal.

If the serial number has ever been reported stolen, it might appear here.
I wonder how you were able to determine that the serial number was not done at the manufacturer? Did the seller admit this? Did you ask them about it?
People who are bent on fraud and deception to obtain a firearm tend to disappear when you start asking questions. IF the seller is responsive, then ask him about it.
Lastly, people do not often attempt to sell illegal firearms to legal owners. If this guy is a criminal, and is offering a gun, you should know that he is probably more interested in your PAL information then your money. If in fact do you do feel that this seller is not legit, then you should consider what personal information if any you gave to them, and take reasonable to steps to ensure that information can not be used. If you gave him your PAL, it might be worth calling the CFO and asking if they can issue you a new PAL# in order to prevent your old number from being used fraudulently.
