Powder coating Swaged SWC's?

So a friend gave me 1100 swaged lead 38 caliber semi-wad cutter bullets. 158 grain.
They left the factory as 1st quality but they turned out to be undersize. Instead of .358 they are .356, some .355, couple .357.

I don't want to load & shoot them anyway as some would suggest. I did try reloading some in 9mm cases & they kinda worked, didn't work. At 9mm velocities they will lead the barrel plus you gotta seat them way too deep.

Just not suitable for 9mm or target .38 special. Just too many issues. They are just too nice to melt down for other bullets. My next thought was to powder coat them to improve their diameter.

Powder coat them? Would it work? Would it make them useable?
Thoughts? Suggestions?
 
I have played with changing slug dia. from .452 up to .459 and a lot of smaller increments for other calibers and consider it one of the most beneficial elements that PCing provides a cast shooter...with a caveat that it may require a considerable library of sizing dies. PCing to a firm target dia. size with multiple layers of coating (I've experimented with up to 4 at least that I can remember) is pretty much impossible and sizing to regain concentricity and uniformness is almost requisite.
