i would think any of the fast burning powders like bullseye, 213, clays, etc. would work well - not near my reloading room right now so don't have the manuals in front of me.

For the .38 S&W, not .38 Special, I have had good results with Bullseye. I don't expect, nor try for, high velocities, as the case capacity is quite limited. I can get around 650-700 fps with 150 grain bullets without any signs of high pressure.

For 38 S&W i use Win 231 in my old Smith & Wesson Break-Tops i use only 2grs with a RN 148 gr Bullet they work great!!!

I use 231 as well. For 38 spec. 158grn copper washed flat point. 3.8 grns. works very well.
