It's meant to be shot out of older pistols so it's pretty lightly loaded.
It's common that when you have a round where a gun in that caliber is generally weak, the ammo is loaded lightly. Anybody with a 6.5x55 Swedish gun can vouch for the difference hand loads vs factory makes in these guns.
