Practice pistols LEO only

Glock Practice pistol
Sorry, I don't mean blue/red pistols - the solid plastic firearms used to practice retention, and holster training. I'm looking for a practice pistols where the trigger functions, and/or uses a green laser to indicate POI. I also believe you can practice magazine changes. I know dry firing is always good, but these tools might also be useful. Both SIRT and the Glock reps have told me that only LEO Departments can purchase them.

The solid plastic are solid plastic. They don't have moving parts. Just one big chuck of plastic from a mold
Glock red pistols have a functioning slide and trigger but no firing pin and a solid "barrel". Barrel is rod essentially. The Glock blue have actual barrels and firing pins but are designed to shoot sim rounds. It is possible they could shoot a live round if the right calibre round were dropped in.
Either way they pretty much have the basic function of a real pistol. They strip down the same too, leaving you with a basic receiver. As the receiver is the gun, you'd have to register it. It would fit a functioning slide assembly.
If you are really worried get snap caps or a plastic safety barrel.

I can't figure out why the SIRT pistol is LEO only, except that it may be a "company policy" from the importer end - they know the LE market is likely to buy more, and if they only sell to LE, they're likely to sell more.

Civilians can buy real pistols, but can't buy practice pistols
Makes no sense.
I'm thinking that's a company policy, they aren't replicas in that they actually (in the case of the SIRT) perform a function. I'd probably buy a SIRT if I was shooting a Glock - even if I had to register it.
