Also, if reloading is legal w/o a PAL, is buying bullets some other guy reloaded also legal? I'm guessing neither bullet is considered firearm ammo since the base pistol also isn't a firearm?
Buying ammunition (loaded cartridges) requires a PAL.
A prescribed or deemed antique is a firearm under the Criminal Code. Under the Firearms Act, deemed or prescribed antique firearms are exempted from some of the restrictions placed on modern firearms.

Antiques are Pre 1898 Single shot and over 8.3 mm caliber, only exception are Rimfires (Swiss Verterllis). All the rest are considered modern rifles.
A centerfire single shot qualifies only if pre-1898 and over 8.3mm bore.
Look at the Remington rolling blocks for sale at TradeEx. All are pre-1898. The ones in 12.7 or .50-70 qualify as antique; those in 8mm do not.
