Pre '64 M70 action screws?

Hey guys, I just acquired my first Pre '64 M70, and just shot it for the first time last night. The rifle was disassembled by the previous owner before shipping. It kind of gave me lacklustre results last night with two different brands of ammunition. I thought it was me, or maybe the factory ammo, but then I talked to a friend tonight and he figures it could be as simple as improper tightening of the action screws. Is there a specific order to tighten them in, and do they have a specific torque spec?

The front guard screw pretty tight, the rear guard screw not so tight, the center guard screw just contacting the guard. The fore arm screw should also just contact it's seat. Sometimes, it works best to just back off the fore arm screw entirely. Put a little blue loctite on it to keep it in place.

Is this only pre-64 actions or all M70's?
