Pre-64 Winchester 94 rear sight adjustment problem(sight does not move)

I have got pre-64 Winchester 94, which require windage adjustment, it shots about 2 inch right on 50 yards distance. I used brass punch and small hammer but it does not work. WD-40 and some liquid wretch didn’t help ether. Sight does not move.
It looks like I need some kind of sight pusher.
Could you please recommend one which could work with Win 94 and does not break my pocket?
If that would also work with Marlin 1895 that would be even better.

Any tips, tricks and advises will be also pretty much appreciated.
 
Mount the gun solidly in a padded vise and it will make a huge difference. And get a bigger hammer! Not kidding. Swinging a small hammer fast does not do the work of a heavier hammer. You'll see.
 
If it is really tight, it might be an idea to remove the forend and magazine, and clamp the barrel in a padded vise, with the sight dovetail as close as possible to the vise.

I removed barrel, padded, clamped in a vise firmly and big hammer made it.

Mission accomplished.
