Pre war FN highpower what's it worth?

Hard to say, current market is non-sensible. From the pics (and thanks for the pics), there are some condition issues with yours, and the stock/holster isn't original to the gun which is another detractor. On the positive, it isn't a Chinese contract one, it's meant for European or Commonwealth markets.
 
Do those numbers on the rear site ramp denote distance ? Also what would your start point be for zero and then would you just adjust the rear site to estimated distance and then it would be on bullseye at that distance ?

Meters, in 50 m increments. "Bullseye" is a relative term, but yes. Arguably it should be on target (minute of man). The tangent sight is used in conjunction with the stock/holster.
 
Certainly no expert. When I hear high-power two things stand out. First, the N9zi production after Belgium fell in 1940. Then the Canadian Forces high powers, still being limped along decades and 10's of thousands of rounds later.

Yours is neither of those, nor is it in out of the box shape. The frenzy of early June has subsided, but I would bet price is at least 1.5x pre ban hammer.

If your selling it, get it done. I took 2.5 hrs and less than 30 calls to get through to cfc. Others take weeks and thousands of calls. Mine is waiting for approval of bc cfo(Ontario gun). Apparently once your in the queue with the cfo, the transfer is honored.

Tick tock, the permanent ban will be late September or early October depending on lieberal motivation.

I will not advise on value with looming new regulations... But I can advise on gun - this is Belgian Army contract, not your run of the mill Nazi made. Original condition finish - very nice. The biggest issue with this gun is not an original magazine. Repro stock has almost no value for collector so more chances to get couple of bucks on it if you try to sell it separately.
