OP - IMO you are wildly overthinking this and have probably fixated on the wrong problem. The reason you have a wide variety of neck tension is your brass needs to be annealed.

Annealing the brass will massively reduce neck tension and make neck tension much more consistent between cases.

If you are worried about cases with very light neck tension, you could always use a crimp die to ensure everything has the same neck tension in the finished case.
 
I know what you saying about annealing, but I have to shoot this box of 100 as is anyway (the primers were installed by previous owner).
Learning along the line what can go wrong, and creating my own process.

I was using my digital torque wrench adapter for couple years for my cars tire changes, haven't used for a while and turns out I need to buy batteries now on amazon.

Pretty much all set and waiting for next batch to run a mandrel on brass necks.
