Primer/brass dimension change

I have some really old Winchester small pistol primers, 11/2 improved packaged in cardboard case with red label with wooden tray to hold primers, 250 count. I tried to use some in .357mag reloading but turns out they were too short about 10 thousand shorter than modern ones causing light strikes or hang fires.
Today I was reloading some .357mag mixed brass mostly older rp and federal l noticed some primers were sitting proud, on inspection some of the federal brass had shallower primer pockets. I dug out the old Winchester primers and tried a few with them and the seem to seat at the right level in the pocket, l haven’t test fired yet. My question is when did pistol primers/brass change and has anyone else came across the old dimension components?
Maybe me and my gear is getting too old and in need of upgrade!
 
I’ve got some newer S&B rifle brass that is the same, I’ve measured primer pocket depth on them and compared it to PPU brass of the same caliber. The S&B is shallower, primers seat flush but not lower. On the PPU brass I can seat primers a hair under flush.
