Magnum primers usually burn hotter, and have thicker cups to hold against flow. If you use a magnum primer to work up a load, that's likely fine. Do not substitute into a known load without backing off the powder and working it back up.
I believe some reloaders will pick the magnum primer when loading the slow burning powders to try and ensure complete combustion.

Large rifle and small rifle are sizes... 25-06 uses a Large rifle primer because it is based on the .30-06 case. Magnum primers are the same physical size as a regular primer (i.e. Large rifle vs large rifle magnum) they just burn (think hotter/bigger/better) differently to ignite bigger powder charges in magnum cases which are themselves usually bigger.
Some pople swear that magnum primers are the only thing to use for hunting in very cold weather, even with "normal" loads; but I don't see ambient air temperature being a big influence on how the powder lights up. Cold vs. hot weather I think is more of a powder thing than the primer.

If you use the magnum primers when working-up your loads, you are okay, as long as you don't get into pressure problems.
If you are intending on just substituting magnum primers for standard primers, with the same load, you might be asking for trouble.
