ok so i just finished loading .223 and some cases the necks were too big the bullet could b just pulled out by hand, so i didn't load them i assume the cases are scrap? and i deprimmed them off the press are you able to reuse the primers or there scrap? and if they are scrap what is the proper way to throw them away?

Did you tried to reload your 223 without resizing your brass? lol that's just wrong! You could decap a live primer, I know I did it before but not recommended. Spray some WD40 or lubricant inside your case to neutralise the primer, wait 30 minutes and resize all your brass. While you're at it, you should mesure your OAL and trim accordingly.
 
I have pulled hundreds of primers and reused them....they will go bang just fine. No need for oil, wd-40, water or any other witch's brew method to "deactivate" the primer before decapping, just use a little common sense and don't try to slam them out really fast.

Sounds to me like you forgot to resize your cases. Did you use a universal decapping die to remove the spent primers instead of a full length sizing die?
 
i just neck sized with the lee die i'm shooting these out of a bolt action. i did size them all, there was a few that were like that not many, believe me it suprised me too! yea i just knocked out the primers slowly with the de-primer, they are fine just wasnt sure if i could reuse them, but know i no thnx. also i neck sized the brass again and still same problem. maybe i should try fill length sizing them??
 
Definitely just pull the bullet, and run them through the sizer again, without the decapper or expander in. If the pockets won't seat a primer, it means your cases are pooched, and you either chuck them, or save them up and take them to the metal scrap place (more based on principal than $$$, you don't get much). But if the bullets won't seat, it just means the cases aren't sized enough.

ETA, try full length sizing, can't hurt any, and be sure to re-use the primers, they'll be just fine.
