Problem bedding my scope rail

Dont quote me but I think you have to degrease it and then go over the bottom of the rail lightly with 400ish grit sandpaper
 
I was so fearful my bases sliding that I used a small dab of PL Premium construction adhesive! It's an old Husky FN98 30-06 and I hope I never have to change bases but yeah, degrease the area where you want it to adhere. Varsol on a Q-tip to clean any sludge and then dish soap on a Q-tip (because varsol is oil-based!). Wipe off with a damp rag and you should be good.
 
did you want to glue the base to the action or bed it? Simple bedding will ensure the base conforms to the action contours and if there are 4 screws it is very unlikely that it will come away under recoil ...unless you have an unusually heavy scope/ring combination and a very light/fast recoiling rifle.
