I have a new (75 rounds fired) Remington 700 in .223 cal that is a little tough to lock the action down into the firing position. I am thinking that it is still new and it will smooth itself out in time. Is this normal or not? Other than that everything seems to funtion fine. Thanks for any info or suggestions.

They should chamber and lock up smoothly. Check the front action screw as once in a while the screw used is too long. Pull the bolt and have a look at your bolt side locking lug.
 
if it's not the screws you might have gotten a chamber that was head spaced on the short side. I have a Savage 10PC in .308win that is hard to close on Hornady Match ammo but easy on everything else.
