problem reloading 9mm

I am having a problem loading 9mm for a Norinco NP29. I am using the Lyman 47th Reloading Manual. Under the 125gr Jacketed it lists loads for 231 starting at 3.2gr to 4.6gr. I loaded a bunch at 3.4gr and find that they are not cycling the action and are showing signs of over-pressure (slight flattening). I also tried some at 4.0gr which only barely cycled the action and are definetly showing signs of over-pressure (severe flattening). Is there a problem with this round or with this particular firearm. The firearm is stock and functions perfectly as far as I can tell.
 
First off, what do you mean when you say they are not cycling the action? Is the case leaving the chamber?

Second, what OAL are you loading?
 
The case is not being ejected, sometimes staying in the chamber or stovepiping. the slide moves back just far enough to recock the hammer. I checked OAL and they are the same as listed in the manual 1.120.

It seems strange you would have pressure signs without the action cycling......which primers, and light or heavy crimp?

Modern Reloading 2nd shows a load for 124 grain jacketed with 4.2 min-4.5 max load, c.o.l. of 1.095

I had to learn that rule of buying new guns and loading for them - ALWAYS take a box of factory ammo along with you to the range (not as critical for revolvers, of course).
 
You may wish to calibrate your scale to ensure you are getting the right weight.

I had nasty overpressure with some .223 and when the loads were checked on another scale they were way over weight.

Check your scale.
