I have a Yugo M48 and the safety once put into the fire position, it cannot go back to neutral or full safety.

I had to put the cocking lug against the edge of a table to pull it up so I can move the safety back to neutral.

it can move freely from neutral to full safety and back to fire position, but from the fire position, it's locked and doesn't move at all.

please help.

Is the bolt matching to the rifle? Is the cocking piece original assembly to the bolt? Safety lever?
There is a slight ramp on safety lever that has to match the cocking piece ramp for it to be pushed back from trigger sear and engage safety to 12 o'clock. When going from fire to safe, bolt open position. Check the cocking piece and safety interaction on disassembled bolt. If something was ground or replaced it can cause that.
Also if the whole assembly, cocking piece and bolt is mismatched or cocking piece assembly is not completely tightened against bolt body , this can also cause that issue.

Another thing is if the sear was messed with and it was done incorrectly, the cocking piece will drop further than it should and it makes very hard to engage safety as there is very little mechanical leverage to move the cocking piece back away from sear contact.

Its normal operation. When bolt is open you will not be able to turn safety lever from fire to safe 12 oclock as you tried in the video
