Prohib to restricted?

Hi,

One of my friends wants to get rid of his SW model 66 with a 4inch barrel.

He would give it to me but I only have restricted.

Any way we can switch the barrel to a 5 or 6 inch and get it listed as an restricted handgun instead of prohibited?

If it's possible, where can i get a stainless barrel for this gun? And how can it be done (with the firearms chief)?

I'm in Quebec if it matters

We have a gunsmith in Victoria that can do it but what about one closer to you...maybe Epps in On or there are a few in PQ that can do it. I've already done it so it's possible if that's what you're asking. Then the gunsmith that does it puts in the change with CFC.

Let's say I find a barrel and install it myself, the gunsmith will re-class the gun and do the necessary paperwork for the firearms controler?

You can't own it in the first place. So how would you do the work even if you have the right tools and jigs?

There IS another method. But again it needs a gunsmith to do the work. It involves adding on a slug to the end of the barrel with a welder and then drill and line the bore with a rifled relining blank to "stretch" it to 4.2 or slightly longer.

Let's assume he does the work in his friends living room, or garage. What legalities must be followed to have the firearm reclassified?
 
A trip to a licensed verifier. Often they are a local gunsmith or shop dealer.

Is that it? Where would one find the contact information for such an individual? And what are the legalities behind transporting the firearm to him? Would one need an STATT for a Prohib or for a Restricted?

A normal long term ATT (as long as it allows gunsmiths - mine all have) will do IF you have a 12.6 PAL, if you don't, you're illegally in possesion of a prohibited firearm.
 
Thanks for all the info. Really I thought swapping barrels was easier.

I took a look at the gun yesterday, and I've measured the barrel and got a little more that 106mm... It was registered at 101mm. To me it looks like it should be classified as restricted. It's a model 66 S&W. After checking the specs, barrels were not 4inches but 4.125inch. Any chances it was in the wrong class in the first place?

If you get 106 (it has to be rounded up if it's 105.01) all you need is a verifier. Someone can post a link to the form that you can prefill and print, and most dealers & gunsmiths are able. Use the dealer fax numbwer to submit the form. CFC won't allow them to charge for the service. Your buddy will need to do this with his LTATT. He should check the status frequntly and be prepared to send the form more than once... they regularly get "lost". It can take 7 days or 7 months.
